Introduction
My name is Victor Ziliwu, S.H., S.I.K., M.H. I was born on 14 March 1982 in Nias Island. My interests are running and golf. I am a proud Indonesian citizen, and my current job is being a police officer in Polda Sumut. I have been in the Police Force for over 22 years, from 2004 until the present day. I have multiple degrees in Crime and Law, and I am currently taking my Doctorate in Law. I have been in the position of Deputy Director of Cybercrime in Polda Sumut.

Case Highlights
Shooting Case of "Kuna" - 2017
I successfully uncovered that the shooting of Indra Gunawan, also known as Kuna, was a premeditated murder involving multiple perpetrators and a mastermind. All suspects have been arrested, and we have successfully resolved the case.
Umrah Fund Crypto Fraud Case - 2023
I successfully uncovered a case where a couple embezzled umrah registration funds and used them for crypto investments, leaving many victims unable to depart. All suspects have been arrested, and the case has been resolved according to the law.
Illegal Online Loan Case - 2021
I successfully uncovered that the online loan case that trapped a teacher in hundreds of millions of debt involved suspected illegal lending practices along with threats and intimidation. We have investigated the case together with the OJK and ensured that the perpetrators are processed according to the law.
National Online Gambling Network Case - 2026
I successfully uncovered a national online gambling network operating from the Royal Condominium in Medan for two years, generating around Rp7 billion in revenue. All 19 suspects involved have been arrested, and the case has been fully resolved in accordance with the law.

TRAINING WITH THE US DEPARTMENT OF JUSTICE
I have joined and completed a full course of training in "Trafficking in Persons Training". It is a training offered by the International Criminal Investigative Training Assistance Program (ICITAP), organized by the United States Department of Justice.
TRAINING WITH THE RUSSIAN FEDERATION
I have taken a course provided by a collaboration between the Jakarta Centre for Law Enforcement Cooperation (JCLEC) and the Australian Federal Police (AFP). I joined a financial investigation course that taught us how to analyse cases of money laundering.
ASEANAPOL CONFERENCE
I have attended the 42nd ASEANAPOL Conference that occurred in Myanmar. I attended as a delegate from Indonesia, representing our country among other Asian countries delegates.
A training given by the Ministry of Internal Affairs of the Russian Federation. Training in an additional professional program, advanced training of the law enforcement officers of the ASEANAPOL member on the topic "countering drug trafficking."
